Ask a questionIn 2019, the Canadian government introduced the Greenhouse Gas Pollution Pricing Act (GGPPA) to help reduce greenhouse gas emissions.
Under this law, all provinces and territories must adopt a carbon pricing system that meets the Federal Carbon Pricing Backstop (FCPB) program’s requirements.
Provinces and territories can either create their own programs or follow the federal carbon pricing model.
Carbon pricing under the GGPPA has two parts:
Tax Natives is an international tax network that connects Explorers (taxpayer clients) with Natives (qualified and regulated tax advisers) from one jurisdiction to another.
Ask a question to get startedSelect the 'Ask a question button located on the top of each page and follow through the process to compose your question
Once your question is confirmed and your account is set up, navigate to your user dashboard to view the message exchange between you and your Tax Native.
Each Tax Native has to accept a question from an Explorer before a conversation can begin. Once the Tax Native has accepted your question, a quote will be submitted for approval through the messaging portal.
This charge applies to certain fuels in provinces and territories without their own carbon pricing programs (called “backstop jurisdictions”).
The rate started at CAD 20 per tonne of carbon dioxide equivalent (CO2e) in 2019 and has been increasing each year.
The current rate is CAD 50 per CO2e tonne. Typically, fuel distributors pay this charge when selling the fuel, but some businesses may need to register and pay the tax themselves or apply for an exemption.
This system applies to industrial facilities with greenhouse gas emissions exceeding 50 kilotonnes CO2e.
Facilities registered under OBPS can purchase fuel exempt from the fuel charge.
Entities with emissions above 10 kilotonnes CO2e can choose to join the OBPS program to get similar benefits.
Registered entities must report their emissions yearly.
Different provinces and territories have various carbon pricing programs. Some follow the federal system, while others have their own programs that meet the federal standards. These programs can include carbon taxes, cap-and-trade systems, or performance-based systems for specific industries.
In November 2022, it was announced that starting 1 July 2023, Newfoundland and Labrador, Nova Scotia, and Prince Edward Island will become backstop jurisdictions, meaning they will follow the federal fuel charge system. However, Newfoundland and Labrador and Nova Scotia will continue to implement their own pollution pricing systems for industrial emissions, and Part II of the GGPPA continues to apply in Prince Edward Island.
